SLUD Website Redesign
Streamlining Resident Access
Local Leap Marketing helped SLUD bridge the gap between complex government compliance and a seamless, user-friendly experience for residents. Local Leap managed complex backend integrations and regulatory hurdles without losing sight of the end-user.

Providing an Elite User Experience For utility customers
Originally established as a municipal utility district, the Seis Lagos Utility District’s role and authority have expanded significantly over time. Today, the District provides a variety of municipal services to the residents of Seis Lagos, including water and wastewater management, road maintenance, and fire protection.
The SLUD’s existing website needed a fresh design with a focus on the needs of the end user. As a government entity, the District also had to comply with regulations regarding public notifications of meetings and other activities as well as web content accessibility for people with disabilities.
The Highlights
The Challenge: Information Overload & compliance
The Problem
SLUD had a massive amount of essential data that was overwhelming for residents to navigate.
The Stakes
As a government and utility entity, the site couldn’t just look good; it had to meet strict regulatory and legal accessibility standards.
The Hurdle
The site needed to seamlessly connect with legacy operating systems and third-party vendors without disrupting resident services.
The Strategy: User-Centric Design Meets Civic Responsibility
A great website starts with listening, not design. For SLUD, our strategy began by identifying the exact personas using the platform: from a busy resident trying to pay their utility bill in thirty seconds to a citizen researching local governance. We mapped out these unique user journeys to determine exactly which high-demand features deserved front-and-center real estate for maximum ease of access.
The real magic, however, was balancing this streamlined user experience with the strict transparency requirements of a government entity. We designed a clean, intuitive information hierarchy that gave daily transactional services top priority while ensuring legally mandated content (like public meeting notices and financial reports) was prominently featured and effortlessly discoverable. The result was a blueprint that proved regulatory compliance and elite user experience can happily coexist.

The Execution: Compliance, Agility, & Integration
Deliver a Compliant, Resident-First Website
Turning a strategic blueprint into a secure, compliant public utility portal requires a delicate balance of technical precision and adaptive project management. For the Seis Lagos Utility District, the execution phase wasn’t just about launching a fresh look; it was about modernizing a critical community lifeline without downtime. Local Leap took a hands-on, collaborative approach to handle the heavy technical lifting – ensuring total regulatory compliance, maintaining flexibility as new needs arose, and locking down vital third-party integrations.

Accessibility as a Priority:
We didn’t just check a box for legal compliance; we treated web accessibility as a core design principle. Our team built the platform to meet strict government standards, ensuring that all community members could easily navigate the site.
Agile Project Management
Digital transitions for public entities involve a massive amount of legacy data, and new needs inevitably pop up during the process. Throughout the entire data migration, Local Leap remained flexible and highly responsive. When new requirements emerged mid-project, our team adapted, seamlessly incorporating changes to keep the launch on track.
Complex Vendor Integration
A utility website is only as good as the transactional systems backing it up. Our partnership didn’t end when the site went live; we stayed on board to handle the critical backend plumbing. We worked directly with SLUD’s third-party payment processing vendor and their internal operating platform vendor to ensure residents could securely pay bills and manage their accounts without any technical friction.
